Publish on Meta submits a flow that is already on Meta (status DRAFT) for approval and publishing. Once Meta approves it, the flow status becomes PUBLISHED and you can send it to users (e.g. via the Send Flow message in Workflow Builder). Approval time is determined by Meta.
