Why do I not see “Create on Meta” or “Publish on Meta”?

You need a WhatsApp connection (WABA) linked to your account. If the Publish On Meta column shows “No connection”, add or link a connection first. Buttons also depend on Meta Status: Create on Meta when Not published; Publish on Meta when DRAFT; Update flow on Meta when DRAFT or PUBLISHED (to push the latest JSON).
