SUBMITTED (often shown as Pending) means your message was accepted and sent to the operator but a final delivery result is not yet back. The message is still in the delivery pipeline – it may later become Delivered or Failed when the operator sends a delivery report.
Where you see it
- In your reports, the “Pending” count is usually messages in this state.
- In your Delivery Report, some messages may stay in a pending/accepted state until the operator confirms delivery or failure.
Why it matters
- Pending messages are not counted as delivered or failed until the final status is received.
- If many messages stay pending for a long time, delivery reports may be delayed or not received for some routes.
