After editing, my flow on Meta did not update.

Editing and Save in the builder only updates the flow in SMSGatewayCenter. To update the copy on Meta, go to Manage, select the same connection, and click Update flow on Meta. Then, if the flow was already PUBLISHED, Meta may review the updated version.
