The PE-TM Binding Chain process on the Vilpower (Vi) DLT platform enables enterprises (Principal Entities) to establish a compliant SMS workflow by linking with telemarketers (TMs) for aggregation (TM-AF) and delivery (TM-DF) functions. This ensures adherence to TRAI regulations for SMS traffic in India. The chain can be initiated by an enterprise on the Vi DLT portal, requiring TMs to approve or reject the request. TMs not mapped to the same DLT as the enterprise can access the portal with limited permissions to manage PE-TM chains. This article provides a step-by-step guide for enterprises to initiate a PE-TM Binding Chain on the Vilpower DLT portal.
Prerequisites #
Before you begin, ensure you have the following:
- An active enterprise account on the Vilpower (Vi) DLT portal (https://www.vilpower.in/).
- Your registered login credentials (e.g., username and password).
- The details of the TM-AF or TM-DF to whom the traffic will be directly delivered by the enterprise.
Step-by-Step Instructions #
Step 1: Access the Vilpower (Vi) DLT Portal #
Visit the Vilpower (Vi) DLT portal at https://www.vilpower.in/ and click the Login button to start the chain initiation process.

Step 2: Navigate to the Chains Section #
After logging in, you’ll be directed to the DLT homepage. Locate the Chains option, click on it, and then select the New Chain tab to begin creating a new chain.

Step 3: Access the Chain Initiation Page #
You’ll be taken to the chain initiation page, where you can add a telemarketer to your chain.

Step 4: Add a Telemarketer to the Chain #
Enter a name for the chain, then search for the TM-AF or TM-DF (e.g., 1102523340000011213 for Popular SoftTech and Marketing Private Limited). Submit the request to initiate the chain.

Step 5: Check the Chain Status #
Return to the Chain homepage to view the status of your request. It will show as Pending until the telemarketer approves the chain initiation request.

Next Steps for Approval #
Once the telemarketer approves the request, Vi will notify SMSGatewayCenter to review and approve the TM chain. After SMSGatewayCenter’s approval, Vi will send you a confirmation of the completed chain. Note that all stakeholders, including TM-AF and TM-DF, must approve the chain at each stage. The enterprise and TM-AF must select the next hop for traffic submission, while the TM-DF cannot choose a next hop and must generate a hash to submit via the TLV parameter (details for this process will be provided separately to TM-DFs).
Conclusion #
Initiating a PE-TM Binding Chain on the Vilpower (Vi) DLT portal is a straightforward process that ensures compliance with TRAI regulations for SMS traffic. By following these steps, enterprises can seamlessly link with telemarketers and manage their SMS campaigns effectively.
