What is “Create on Meta”?

Create on Meta sends your flow definition (Flow JSON) to Meta’s API for the first time. Meta creates the flow and returns a Meta Flow ID. After that, the Meta Status column shows DRAFT. You must then use Publish on Meta to submit it for approval so it becomes PUBLISHED.
