TRAI is building a unified digital consent system on DLT. Customers’ consent to receive messages from a business would be recorded centrally, and customers could view, change or withdraw it themselves.
Where it stands today #
- A pilot started in December 2025 with 11 banks: SBI, PNB, Axis Bank, Bank of Maharashtra, Canara Bank, Kotak Mahindra Bank, IndusInd Bank, ICICI Bank, HDFC Bank, Indian Overseas Bank and Punjab & Sind Bank.
- A limited number of their customers receive an SMS from short code 127000. It links to a consent page where they can keep, change or revoke the consents recorded against their number.
- TRAI describes a nationwide rollout as coming later, but has not announced a date. In March 2026, TRAI also published a draft amendment proposing further consent changes, which is not yet final.
What this means for your business now #
- If you are not one of the pilot banks, there is no new consent registration step to complete today. Continue following your current DLT template categories.
- If you send Service Explicit messages, make sure consent is recorded as your DLT portal requires today. Messages without valid consent fail with CONSENT_FAILED.
- Get ready by keeping clear records of when and how each customer opted in (website form, app checkbox, store sign-up). A central consent system will reward businesses that can show where their consent came from.
