The PE-TM Binding Chain process on the Jio DLT platform (TrueConnect) allows enterprises (Principal Entities) to establish a compliant SMS workflow by linking with telemarketers (TMs). This ensures adherence to TRAI regulations for SMS traffic in India. Enterprises initiate the chain, and telemarketers must approve it, with the process involving multiple stakeholders like TM-AF (Access Facilitator) and TM-DF (Delivery Facilitator). This article provides a step-by-step guide for enterprises to set up a PE-TM Binding Chain on the Jio DLT portal.
Prerequisites #
Before starting, ensure you have the following:
- An active enterprise account on the Jio DLT portal (TrueConnect) (https://trueconnect.jio.com/#/).
- Your registered username and password for login.
- Access to the registered mobile number to receive OTPs for verification.
- The Telemarketer’s details, such as their Name or ID (e.g., 1102523340000011213 for Popular SoftTech and Marketing Private Limited).
Step-by-Step Instructions #
Step 1: Log In to the Jio DLT Portal (TrueConnect) #
Access the Jio DLT portal (TrueConnect) and log in as a registered Principal Entity (PE). Enter your username and password, then verify your identity by entering the OTP sent to your registered mobile number.

Step 2: Navigate to My SMS Telemarketers #
Once logged in, go to the My Telemarketers section and select My SMS Telemarketers from the menu.

Step 3: Start a New Chain #
In the My SMS Telemarketers section, click on Create New Chain to begin the process of adding a telemarketer to your chain.

Step 4: Search and Select Telemarketers #
On the Create New Chain page, search for telemarketers using their Name or ID (e.g., 1102523340000011213 for Popular SoftTech and Marketing Private Limited). Select the desired telemarketer(s) and initiate the chain request. Note that you can add up to 5 telemarketers in a single creation request.

Step 5: Check the Chain Initiation Status #
After initiating the request, check the PE-TM Chain Initiation Status to view the current status of your chain request.

Chain Status Definitions #
Understand the status of your PE-TM chain with the following definitions:
- Pending for Approval: The PE or TM needs to take action on the chain.
- Requested: An action has been taken, and the chain binding is in progress.
- Registered: The chain has been approved by the PE and successfully created.
- Rejected: The chain was rejected by the PE or TM and is now closed.
Next Steps for Approval #
After the telemarketer approves the request, Jio will notify SMSGatewayCenter to review and approve the TM chain. Once SMSGatewayCenter approves, Jio will send you a confirmation of the completed chain. Note that all stakeholders, including TM-AF and TM-DF, must approve the chain at each stage. The enterprise and TM-AF must select the next hop for traffic submission, while the TM-DF cannot choose a next hop and must generate a hash to submit via the TLV parameter (details for this process will be provided separately to TM-DFs).
Conclusion #
Setting up a PE-TM Binding Chain on the Jio DLT portal (TrueConnect) is a streamlined process that ensures compliance with TRAI regulations for SMS traffic. By following these steps, enterprises can efficiently link with telemarketers and manage their SMS campaigns.
