The PE-TM Binding Chain is a process that allows enterprises to link with telemarketers (TMs) on the BSNL DLT platform, ensuring compliance with TRAI regulations for SMS traffic. This chain can be initiated by an enterprise on any DLT portal, requiring TMs to approve or reject the request. TMs not directly mapped to the same DLT as the enterprise can access the portal with limited permissions to manage PE-TM chains. The chain must be approved by all stakeholders, including TM-AF (Access Facilitator) and TM-DF (Delivery Facilitator), with the TM-DF marking the chain’s end. Once the TM-DF approves, the enterprise gives final approval to complete the end-to-end chain. This article guides you through the process of initiating a PE-TM Binding Chain as an enterprise on the BSNL DLT portal.
Prerequisites #
Before starting, ensure you have the following:
- An active enterprise account on the BSNL DLT portal (https://www.ucc-bsnl.co.in/).
- Your registered email address and password for login.
- Access to the registered mobile number to receive OTPs for verification.
- The TM’s entity ID (e.g., 1102523340000011213 for Popular SoftTech and Marketing Private Limited).
Step-by-Step Instructions #
Step 1: Access the BSNL DLT Portal #
Visit the BSNL DLT portal at https://www.ucc-bsnl.co.in/ and click the Login button to begin the chain initiation process.

Step 2: Log In as an Enterprise #
Choose Login as Enterprise from the options and click Next to proceed.

Step 3: Enter Your Login Credentials #
Provide your registered email address and password in the respective fields to log in.

Step 4: Verify with OTP #
You’ll receive an OTP on your registered mobile number. Enter the OTP and click Verify to complete the login process.

Step 5: Navigate to the Chains Section #
Once logged in, you’ll be directed to the DLT homepage. Locate the Chains option in the menu, click on it, and then select the +New Chain tab to start creating a new chain.

Step 6: Initiate the Chain #
On the chain initiation page, you’ll be prompted to add a telemarketer to the chain. Enter the details for Popular SoftTech and Marketing Private Limited, search for their entity ID (1102523340000011213), and submit the request.

Step 7: Check the Chain Status #
After submission, return to the Chain homepage to view the status of your request. It will show as Pending until the telemarketer approves the chain initiation request.

Next Steps for Approval #
Once the telemarketer approves the request, BSNL will notify SMSGatewayCenter to review and approve the TM chain. After SMSGatewayCenter’s approval, BSNL will send you a confirmation of the completed chain. Note that all stakeholders, including TM-AF and TM-DF, must approve the chain at each stage. The enterprise and TM-AF must select the next hop for traffic submission, while the TM-DF cannot choose a next hop and must generate a hash to submit via the TLV parameter (details for this process will be provided separately to TM-DFs).
Conclusion #
Initiating a PE-TM Binding Chain on the BSNL DLT portal is a straightforward process that ensures compliance with TRAI regulations for SMS traffic. By following these steps, enterprises can seamlessly link with telemarketers and manage their SMS campaigns effectively.
